- Women representatives in the selected seven districts gain confidence and are empowered as active and effective members of their Citizen Community Boards (CCBs) / other stakeholder organizations and they participate equally in development activities as measured by
- more suggestions from women members being placed on the development agendas of CCBs;
- more suggestions from women members being agreed to;
- more suggestions from women members being implemented;
- fewer suggestions from women being blocked; and
- results from focus group discussions related to attitudes towards women and the degree to which members of their communities, local government authorities, CSOs and CCBs perceive them to be effective advocates for their needs;
- CCB representatives and other key stakeholders in select districts are gender sensitive and make efforts to mainstream gender in their development activities;
- Increased social acceptability of women’s active participation among male and female members of CCBs;
- Projects that sustainably improve the quality of life for women are implemented; and
- Resources are managed more effectively by CCBs and other key stakeholders in implementing projects.
