1. Initial project preparation and planning, research and identification of target districts and general capacity building needs for Citizen Community Boards (CCBs);
  2. Literature review, situation analysis, and the development of selection criteria for organizations and individuals who would participate in Hum Qadam training and activities;
  3. District consultative workshops with 498 organizations, meetings with resource persons and final selection of districts and resource persons;
  4. Creation of a database of Selected Partner Organizations and Resource Persons; this would include all the necessary information about Civil Society Organizations (CSOs) – both the original applicants and the ones selcted as partners for the project;
  5. Development of Baseline Survey Tool and its implementation through focus group discussions and in-depth interviews with short-listed partners and other stakeholders;
  6. Development and implementation of a Capacity Need Assessment (CNA) Tool for short-listed CSOs in all seven districts;
  7. Training modules developed on the basis of CNA; and
  8. Training of Trainers (ToTs) conducted based on the identified modules.
